Is there a time limit for when we have to build on the block?

No. You can build at any time in the future. However you need to maintain (mow) the block as appropriate.

Is it full pressure town water or trickle feed?

Full pressure town water is connected to every block.

Is there a covenant on the blocks?

Yes. The covenant is 3 pages of common sense with two main points. Homes are to be a minimum size of 180 square metres plus double garage and any shed is to match the house in terms of colour.

Does it flood?

No. The overland water flow easements carry some, but little, water in heavy rain.
